The indicators in column 1 are the "weather vane" of the five-year plan

Comparing the quantitative goals of the "14th Five-Year Plan" and the "15th Five-Year Plan", we can see a major change in policy thinking: GDP growth still uses the flexible expression of "maintaining a reasonable range" to leave room for risk prevention and structural adjustment. The real focus is shifting to scientific and technological innovation, improving people's livelihood and green transformation.


First of all, the requirements for innovation are higher.


The average annual growth rate of R&D investment is still set at about 7%, but a higher invention patent target has been added - indicating that the country no longer only looks at "how much money is spent", but also pays more attention to "what results are produced".

Secondly, people's livelihood indicators are more specific and intimate.


Indicators that were rare in the past, such as the number of nurses per 1,000 population, the infant enrollment rate, and the number of nursing beds, were written into the plan for the first time. This sends a clear signal: "investing in people" has become central to development.


Secondly, green development is more accurate.


In the past, the "dual control of energy consumption", which assessed "total energy consumption and intensity", is being withdrawn, and replaced by a more scientific binding indicator of "carbon emission intensity". The "15th Five-Year Plan" officially shifted to "dual control of carbon emissions", making carbon reduction more focused and effective.


Finally, scientific and technological innovation has been raised to unprecedented heights.

During the "14th Five-Year Plan", industrial upgrading mainly relied on a column: "Improvement of the core competitiveness of the manufacturing industry". In the "Fifteenth Five-Year Plan", this task was divided into two key points:

Column 2: Improvement of industrial basic capabilities and competitiveness (supplementing the foundation and strengthening the foundation);

Column 3: Cultivation of new industries and new tracks (grasp the frontier and seize opportunities).


At the same time, the new column 10: "'Artificial Intelligence +' Action" means that AI is no longer just an auxiliary tool, but like hydropower, it has become an infrastructure that empowers all walks of life and comprehensively promotes industrial upgrading.


Of course, the industry is inseparable from the hard support of science and technology. From column 4 to column 10, almost all of them are scientific and technological innovation content. Compared with the 14th Five-Year Plan, which mainly focuses on artificial intelligence, chips, clinical medicine and other fields, the 15th Five-Year Plan has added more breakthrough directions such as innovative drugs, controlled nuclear fusion, and deep space exploration, showing China's ambition to "seize the commanding heights of global science and technology".


In general, scientific and technological innovation is shifting from "making up for shortcomings" to "forging long boards", from "following" to "leading" - providing a steady stream of power for the industry to seize the future.

People's livelihood security: from "have" to "good", covering a person's life

The 15th Five-Year Plan no longer only pursues "wide coverage" in terms of people's livelihood, but pays more attention to "high quality" and "full cycle".


For example, two new important columns have been added:

Column 17: "One old and one small" service optimization and improvement (focusing on pension and childcare);

Column 18: Employment promotion and service improvement (to deal with youth employment difficulties, skill mismatch and other problems).


At the same time, higher requirements are also put forward for the "high-quality education system". These changes directly hit the practical problems that people are most concerned about at present - no one to take care of children, difficult to take care of the elderly, and not easy to find a job.


It can be said that people's livelihood policies are shifting from "inclusive to the bottom" to "precise quality improvement", and truly implement "investing in people".


In terms of environmental protection and low carbon, the 15th Five-Year Plan has also taken a key step: adding column 20: "Carbon peak and carbon neutrality" and column 21: "Environmental quality improvement".


It is clearly proposed to carry out energy-saving and carbon-reducing transformation of high-emission industries such as thermal power, steel, chemicals, and building materials, and set a goal: cumulative energy saving of more than 150 million tons of standard coal.
