The power battery industry will usher in a wave of policy support "intensive period"

Recently, the 2025 World Power Battery Conference was held in Yibin, Sichuan. Xin Guobin, vice minister of the Ministry of Industry and Information Technology, said at the meeting that in recent years, China's power battery industry has developed rapidly, and important breakthroughs have been made in core technology, industrial chain layout and green and low-carbon transformation.


Next, the Ministry of Industry and Information Technology will introduce a series of specific measures to promote the high-quality development of the industry:

  • Strengthen top-level design: The development plan for intelligent networked new energy vehicles and new battery industries is being prepared during the "15th Five-Year Plan" period, and future goals and key tasks are clarified.

  • Improve industry governance: revise the "Interim Measures for the Comprehensive Utilization of Power Batteries", and study the establishment of a "carbon management" policy system for power batteries to standardize the market competition order.

  • Deepen international cooperation: Create a market-oriented, law-based, and international business environment, accelerate the alignment with international rules and standards, and pave the way for global cooperation.


To put it simply, the country will take a multi-pronged approach from planning, supervision to international cooperation to provide stronger support for the next stage of development of the power battery industry.

Power batteries accelerate "out of the circle": from cars to power grids to robots

Xin Guobin, vice minister of the Ministry of Industry and Information Technology, said at the 2025 World Power Battery Conference that in the future, the application scenarios of power batteries will be vigorously expanded, not only for automobiles, but also for more fields.


Key Direction 1: Promote "Vehicle-Network Interaction" (V2G)

V2G (Vehicle-to-Grid) is a technology that allows electric vehicles and the grid to interact in both directions: electric vehicles can not only charge from the grid, but also "return" electricity to the grid when needed; In this way, a large number of electric vehicles have become mobile energy storage units, helping the power grid to "shave peaks" during peak electricity consumption and "fill valleys" during troughs, improving the stability of the power system.


This technology is valuable for building a unified national electricity market.


In fact, in October this year, the National Development and Reform Commission and other six departments issued the "Three-Year Doubling of Electric Vehicle Charging Facilities" Action Plan (2025-2027), which clearly stated:

  • improve the price mechanism of electric vehicles to discharge to the grid;

  • Promote the participation of V2G resources in electricity market transactions;

  • By the end of 2027, more than 5,000 bidirectional charging and discharging (V2G) facilities will be built, with a cumulative reverse transmission capacity of more than 20 million kWh.


Key direction 2: power batteries "out of the circle" to more fields

In addition to automobiles, electrification technology is rapidly entering: new scenarios such as construction machinery, ships, aircraft, and humanoid robots, which greatly broadens the market space for power batteries.


In the first three quarters of this year, China's power battery:

  • sales reached 786GWh, a year-on-year increase of 48.9%;

  • exports exceeded 129GWh, a year-on-year increase of 32.7%.


Power batteries are no longer just "car batteries", but are becoming the key infrastructure to support the energy transition, smart grid and electrification in multiple fields. Driven by the triple promotion of policy + technology + market, the industry has broad prospects.

Solid-state battery + new materials: double breakthrough in power battery technology

From a technical point of view, China is accelerating innovation in power battery standards and materials. Wang Fang, chief scientist of the China Automotive Technology Research Center, revealed that the country is formulating new standards to clearly divide batteries into three categories: solid-state batteries, solid-liquid hybrid batteries, and liquid batteries.


Among them, solid-state batteries are positioned as a long-term key development direction. It has higher energy density, is safer, and has a wider range of applications, and is expected to solve the core problems commonly faced by electric vehicles, such as battery fire (thermal runaway) and insufficient battery life.


At the same time, battery materials have also ushered in important breakthroughs. According to Science and Technology Daily, the team of Jikemeng-Yimode of Tianjin University, together with Shanghai Jiao Tong University and other domestic and foreign institutions, discovered a new type of two-dimensional material (belonging to the disulfide monolayer structure) through advanced computing methods, which has great potential in batteries:

  • As an anode material: it can provide a large number of lithium/sodium ion storage locations and supports ultra-fast charging;

  • As a carrier for sulfur cathodes: it can firmly "grasp" the easily lost polysulfides and accelerate their conversion, thereby significantly extending the battery life and improving the fast charging capacity;

  • Strong high-temperature resistance: It remains stable and efficient in a wide temperature range from room temperature to 227°C, and is suitable for: new energy vehicles driving in high-temperature areas, industrial-grade high-temperature energy storage systems, and portable electronic devices that require high-power discharge.


Although this research is still in the theoretical and simulation stage, it provides a key scientific basis for the next generation of high-performance and high-safety batteries. Simply put: future batteries may charge faster, be more durable, and be less afraid of heat.

Lithium battery supply agreements are intensively implemented

Recently, the power battery industry chain has set off a "wave of locking orders", and a number of industry giants have intensively signed long-term supply agreements:

  • HyperStrang: In the next three years, it will purchase no less than 200GWh of battery power from CATL;

  • Jiayuan Technology: will supply 626,000 tons of battery anode current collector materials to CATL;

  • Tianci Materials: 725,000 tons and 870,000 tons of electrolyte were supplied to China Innovation Airlines and Guoxuan Hi-Tech respectively;

  • GEM: It will supply a total of 450,000 tons of battery raw materials to Xiamen Tungsten New Energy.


Industry insiders pointed out that these large long orders reflect the strong market demand for power batteries, which has further pushed up the overall expectations of the industry. The data also confirms this trend:

  • In October 2025, our country's new energy vehicle sales reached 1.715 million units, a year-on-year increase of nearly 20% and a month-on-month increase of nearly 7%, accounting for 51.6% of the total automobile sales in the month, more than half for the first time;

  • During the same period, the installed capacity of power batteries reached 84.1GWh, a year-on-year increase of 42%. Among them, ternary batteries account for 19.6% of the total installed capacity;

  • The top three companies in terms of installed capacity are: CATL, BYD, and China Innovation Airlines.


To put it simply: hot orders + strong sales = the power battery industry is in a high boom cycle.

How to lay out this wave of "new battery infrastructure"?

Today's power battery is no longer a "black box in the car", but a super interface connecting transportation, energy, AI and manufacturing. Batteries are evolving from "components" to "energy operating systems".

Upstream materials: pay attention to the breakthrough of the "stuck neck" link

Solid electrolyte/anode materials: such as Dangsheng Technology, Rongbai Technology; New current collectors/two-dimensional materials: focus on targets that closely integrate industry, academia and research (such as Jiayuan Technology); Electrolyte leader: Tianci Materials has locked in the large orders of China Innovation Airlines and Guoxuan Hi-Tech, with high certainty.


New scene extension: advance card slot "non-car battery"

Energy storage system integrators: such as Sungrow, HyperStron (V2G core players); Humanoid robot supply chain: the demand for high-energy-density small batteries will explode, focusing on EVE Lithium Energy and Sunwanda; Battery Recycling and Carbon Management: GEM and Huayou Cobalt are expected to benefit from the new regulatory framework.


Risk warning: High prosperity ≠ no risk

Mass production of solid-state batteries still takes 3-5 years, and it is difficult to replace liquid in the short term; The V2G business model has not yet been completed, and the electricity price mechanism and user wishes need to be verified. Rising overseas trade barriers: The EU battery bill and the US IRA policy may restrict exports.
