Recently, at the 2023 Petrochemical Industry Development Conference held by the China Petroleum and Chemical Industry Federation, the China Petroleum and Chemical Industry Federation issued the "Action Plan for Building a World Petrochemical Power" to the entire industry, proposing to build a group of internationally competitive demonstration enterprises and independent brands by 2030, with some bulk petrochemical products, basic chemical raw materials, and traditional fine chemical industries taking the lead in entering the ranks of powerful countries. By 2035, we will fully build a strong petrochemical country. Participating government department leaders, entrepreneurs, and industry experts discussed the new changes in East West relations, the new pattern of economic development in the post pandemic era, and the new trend of green and low-carbon development. PART01 | Vice Minister of Industry and Information Technology Wang Jiangping: Since the 18th National Congress of the Communist Party of China to accelerate the construction of a strong manufacturing country, the reform and innovation of the petrochemical industry has achieved historic achievements. However, there are still problems such as weak innovation capabilities, weak basic research, prominent industrial structural contradictions, and low levels of green development. He said that China's petrochemical industry has entered a new stage of development from big to strong, which is responsible for ensuring the security and stability of food, energy, resources, and important industrial chain supply chains, promoting the harmonious coexistence of man and nature, accelerating the development of green and low carbon cycle, and comprehensively meeting the people's aspirations for a better life. We should focus on high-end, intensive, digital, and green development, promote safe development, cultivate first-class enterprises, accelerate talent cultivation, seek progress while maintaining stability, promote new industrialization, and jointly promote high-quality development. 

PART.02 | Director of the Industrial Development Department of the National Development and Reform Commission, Lu Health: The focus is on accelerating the construction of a modern industrial system. The construction of a modern industrial system is a key link and important carrier in building a new development pattern, and is the foundation for building a modern country. There are still problems in the development of China's manufacturing industry, such as weak industrial innovation capabilities, constraints on key core technologies, unreasonable industrial structure, coexistence of low-end overcapacity and high-end supply shortage, which need to be addressed in future practice. He expressed the hope that through this conference, we can promote cooperation between government and enterprises, jointly promote the high-quality development of China's petrochemical industry, and focus on accelerating the construction of a modern industrial system. 

PART03 | Li Yunpeng, Secretary of the Party Committee of the Petrochemical Federation: To accelerate the adjustment and optimization of industrial structure, the petroleum and chemical industries must implement the concept of high-quality development in various links and aspects such as production and operation, innovative development, and reform management. Firstly, we need to vigorously improve quality and efficiency, actively promote supply side structural reform, accelerate the adjustment and optimization of industrial structure, vigorously eliminate outdated production capacity, focus on cultivating emerging industries, and promote quality change. Secondly, we need to accelerate the transformation of development methods, achieve intensive development and integrated refining and chemical development, promote intelligent development, circular development, and green development, and promote efficiency changes. By 2035, we will comprehensively build a petrochemical power with significantly enhanced innovation capabilities, independently controllable industrial chains, steadily increasing profitability, continuously improving green standards, continuously improving management levels, and achieving significant results in talent team construction. Cultivate core competitive advantages and create world-class enterprises.
