Hainan island-wide customs closure started! Not "closing the island", but "opening the gates"!

On December 18, Hainan officially launched the island-wide customs closure operation. Don't worry, the "customs closure" is not the "island closure" - it is still very convenient for everyone to enter and exit Hainan, no additional documents are required, and tourists from 86 countries can enter visa-free.


This customs closure implements the policy of "first-line liberalization, second-line control, and freedom on the island":

  • Front-line liberalization: the flow of goods and personnel between Hainan and overseas is more free;

  • Second-line control: goods entering the mainland from Hainan must be managed in accordance with domestic regulations;

  • Freedom on the island: On Hainan Island, it is more convenient for everyone to live, do business and shop.


One of the biggest benefits is "zero tariffs"! 74% of goods (6,600 in total) are now exempt from import duties, a significant increase from the previous 21%. This means that more imported goods are cheaper.

What is Hainan "customs closure"?

"Customs closure" is not "island closure", but turning the entire Hainan Island into a special customs supervision area, implementing a set of new rules that are more open and convenient, and the core is 12 words: "first-line liberalization, second-line control, and freedom on the island"


The "first line" refers to the border between Hainan and overseas countries (such as the United States, Thailand, Japan, etc.).

Many goods imported from abroad to Hainan are directly exempt from tariffs (i.e., "zero tariffs").


The original only 21% of goods can enjoy "zero tariffs", but after the customs closure, it has expanded to 74%, covering more than 6,600 types of goods, including production equipment, raw materials, daily necessities, etc.


Eligible goods can enter the island through the existing eight ports in Hainan and be released directly, greatly simplifying the procedures. For example, a company uses imported coffee beans to make coffee in Hainan, as long as it is sold on the island, it does not need to pay import duties, and the cost is lower


The "second line" refers to the border between Hainan and other provinces in the mainland. Bringing "zero tariff" goods into the mainland from Hainan generally requires paying tariffs - they cannot flow into the country duty-free


But there is an important exception: if the value-added of imported raw materials is processed in Hainan by more than 30%, they can be sold to the mainland duty-free! Another example: importing durian from Thailand (duty-free into Hainan) and making dried durian or durian cake, if the value after processing is 30% higher than the raw materials, it can be sold duty-free to Beijing and Shanghai! Consumers can also buy cheaper imported processed foods


For products that use both imported and local raw materials, it is not difficult to achieve 30% value-added, and many companies can do it.

What are the benefits for ordinary people?

"Freedom on the island": In Hainan, movement is freer, and in Hainan Island, goods, funds, personnel, data and other elements can flow more freely. Business operations are more convenient, and life is more open for individuals:

  • It is more convenient to enter and exit Hainan: domestic tourists can go with their ID cards, and tourists from 86 countries are visa-free;

  • Buying things cheaper: the scope of duty-free goods on outlying islands has been expanded, and pet supplies, small household appliances, etc. have been added;

  • Venture capital is more cost-effective: enterprises can import equipment and raw materials at low cost;

For example, the tax that was originally 20%, 25% or even higher is now only calculated at 15% - the higher the annual salary, the more you save.
