Use technology to make life more convenient

The "Notice" proposes to make the convenient living circle "smarter and smarter". How to do it? It is to use big data, artificial intelligence (AI), Internet of Things and other high-tech to develop: smart convenience stores (automatic settlement, face payment); AI canteen (robot stir-frying, intelligent cooking); self-service vending machines, express delivery self-pickup cabinets; various unattended intelligent terminals


At the same time, it is necessary to build a "smart service platform for the convenience of the people's living circle", which connects supermarkets, vegetable stores, maintenance points and other merchants at the doorstep to realize: online and offline connection (such as mobile phone ordering, downstairs pick-up); accurately matching supply and demand (where there is a shortage of stores, the platform can know).


Several practical "smart maps" will also be promoted. The "Notice" requires that when comprehensively promoting the construction of a "quarter of an hour convenient living circle" in pilot cities, it is necessary to start from practical problems and focus on those places with insufficient supporting facilities: old communities (old facilities and few services); industrial parks (it is difficult for office workers to eat and shop); urban-rural interface (services cannot keep up); county communities (relatively weak resources).


For these places, it is necessary to increase construction efforts and boldly innovate in policies, management methods and operation models, so that convenient services can be truly implemented.


At the same time, it is also necessary to integrate the "convenient living circle" with other life service circles to achieve "one circle for multiple purposes".

Combined with the elderly care circle: convenient for the elderly to care for the elderly and children to take care of them;

Connect with the shopping service circle: grocery shopping, haircuts, and maintenance;

Connect with the 15-minute fitness circle: you can exercise at your doorstep;

Linkage with the cultural and entertainment circle, employment service circle, and health and medical circle: medical treatment, leisure, and job hunting are not far away.


Instead of only building a few stores, it is "packaged and integrated" with various life services, so that residents can get food, housing, transportation, maintenance, medical care, entertainment and other big and small things within 15 minutes of going out, making life more worry-free and convenient.

Expand the supply of venue facilities

In order to make the convenient living circle truly land, the "Notice" proposes to increase policy support, especially to solve the problem of "where to open a store and build a service point".


1. Build enough community service space
Clear requirements: For every 100 households, the community should be equipped with public service facilities of no less than 30 square meters (such as convenience stores, childcare points, maintenance stations, etc.), and should not be "short of land and less housing"


2. Revitalize existing resources and change "idle" to "useful"

make use of the existing warehouses, stores and other circulation facilities of supply and marketing cooperatives and transform them into convenient service points; promote the transformation of idle or inefficient houses and venues of state-owned enterprises, government agencies and institutions; after approval, priority will be given to the construction of supermarkets, vegetable stores, elderly care and other livelihood service facilities.


It is not necessary to demolish and build, but to "vacate the cage for birds" - transform empty and poorly used old houses and old sites into convenient service points needed by the people, so that resources can be alive and used.

The "Notice" also proposes to "add money" to the construction of convenient services, increase financial and insurance support, and make it easier to get funds for good projects. How to do it?


1. Let convenience facilities also "go public for financing"
Encourage projects close to people's livelihood, such as community commercial complexes, neighborhood centers, vegetable markets, and department stores, to issue "infrastructure REITs" (pronounced "Ryze"). This is a financial instrument that turns real assets into investable shares, which can involve more social capital and help projects be built and operated better.


2. Make good use of the 500 billion yuan "big red envelope"
The country has set up a special reloan of 500 billion yuan to support service consumption and pension. The policy clearly states that it is necessary to make full use of this money to guide banks and other financial institutions to give priority to loans for convenient service projects.
