On July 3, the Ministry of Industry and Information Technology, the Ministry of Public Security, the Ministry of Natural Resources, the Ministry of Housing and Urban-Rural Development, and the Ministry of Transport jointly issued a notice on announcing the list of pilot cities for the application of "vehicle-road-cloud integration" for intelligent networked vehicles.
For the first time, the notice identified 20 cities (consortiums) led by Beijing, Shanghai and Chongqing as pilot cities for the application of "vehicle-road-cloud integration" for intelligent networked vehicles. In the future, major cities will invest tens of billions of funds for project promotion, and this year is expected to officially become the first year of development of "vehicle-road-cloud integration".
What is "vehicle-road-cloud integration"?
"Vehicle-road-cloud integration" is a cyber-physical system that integrates the physical space and information space of people, vehicles, roads and clouds through a new generation of information and communication technology, and realizes the safe, energy-saving, comfortable and efficient operation of the intelligent networked vehicle transportation system based on system collaborative perception, decision-making and control.
The core of vehicle-road-cloud integration lies in information integration, real-time interaction, and collaborative decision-making. By fusing data from vehicles, roadside facilities, and the cloud, vehicle-road-cloud integration provides a more comprehensive and accurate picture of the environment, transcending the limitations of single-vehicle intelligence.
From a national perspective, the current vehicle-road-cloud integration construction is in the initial stage, facing many pain points such as inconsistent platform architecture, "fragmentation" of infrastructure, "islanding" of data, data quality to be improved, and supporting regulations to be improved, which is difficult to support the large-scale application of autonomous driving technology and network functions.
In terms of platform technology, in recent years, various localities have begun to break the traditional "chimney" construction model, and gradually realize the hierarchical decoupling of the basic platform and the application platform. However, there are still some demonstration areas that have not been completely separated, and insufficient decoupling will hinder the realization of the cross-domain sharing goal of the vehicle-road-cloud integration system, and limit the maximum utilization of basic road traffic data efficiency in the future.
|What is the future construction direction of "vehicle-road-cloud integration"?
At present, the "vehicle-road-cloud integration" is in a critical period of testing and verification to large-scale application, and it is urgent to solve the problems of insufficient coverage of intelligent roadside infrastructure, low loading rate of vehicle-mounted terminals, and unclear business model. Focusing on the pilot application of vehicle-road-cloud integration, the Ministry of Industry and Information Technology has put forward four expected results, which will determine the construction effectiveness and application level of vehicle-road-cloud integration.
The first is to build a low-latency, high-reliability networked cloud control infrastructure. With the goal of covering the whole area of the pilot cities, we will continue to improve the coverage of intelligent roadside infrastructure and cloud control infrastructure platforms; Through the large-scale deployment of standardized networked cloud control infrastructure, it can meet the consistency and continuity requirements of cross-regional services of intelligent networked vehicles, comprehensively improve the assembly rate and use effect of vehicle-mounted networked terminals, and lay the foundation for large-scale application and promotion across the country.
The third is to explore the formation of a new business model of "vehicle-road-cloud integration" investment, construction and operation. Clarify the commercial operation entities of the "vehicle-road-cloud integration" pilot of intelligent networked vehicles, encourage the exploration of the development model of investment and joint operation of state-owned platforms, car companies, operators, technology companies and other entities, and explore the formation of a new business model of mutual integration and symbiosis, division of labor and cooperation, and benefit sharing.
Fourth, form a unified standard and test evaluation system. Through joint standard research, we will build a unified and shared standard system for intelligent networked vehicles, such as "vehicle-road-cloud integration", intelligent transportation, vehicle intelligent management, and basic maps, and establish and improve the "vehicle-road-cloud integration" test and evaluation system, so as to fully support the construction of test and verification capabilities such as simulation, closed sites, and actual roads for intelligent networked vehicles.
Tens of billions of investments are on the way
According to the requirements of policy planning, the "vehicle-road-cloud integration" will be used in some road sections by 2025, widely used in 2030, and fully applied in 2035.
Focusing on the full range at home and abroad, the city's investment of 10 billion yuan is just the beginning
To truly realize "vehicle-road-cloud integration", it is necessary to build an intelligent roadside infrastructure with a drive test communication unit (used to identify and connect vehicles on the road), a cloud-based control platform (used to perceive the overall information and make collaborative decision-making and planning), and an on-board unit device (used to complete the communication between the vehicle and the road).
As a new flashpoint in the field of intelligent driving, "vehicle-road-cloud integration" has attracted the attention of major cities, and they have given investment planning and policy support. In order to meet the strong willingness of major cities to participate, the first batch of pilot cities has also been expanded from the original plan of 10 to 20.
Many of the bidding plans of the first batch of pilot cities shortlisted for the "vehicle-road-cloud integration" are at the level of 10 billion yuan, such as Wuhan (17 billion yuan) and Beijing (9.94 billion yuan).
And not only China pays attention to "vehicle-road-cloud integration", but also many European countries in United States and Europe are aware of the importance of vehicle-road-cloud integration in the field of intelligent driving in the future. United States plans in the released intelligent transportation system strategy that 75% of the cities and highways in the territory should have the ability to integrate vehicles, roads and clouds by 2035, and Europe clearly puts forward the important position of "vehicle-road-cloud integration" in the CCM roadmap released.
The double weight of cities and car companies
"Vehicle-road-cloud integration" is not only the communication reconstruction of roads and the establishment of cloud platforms, but the close connection between vehicles, roads and cloud platforms. Therefore, while major cities are promoting the construction of vehicle-road cloud infrastructure, they are also bound to cooperate with terminal car companies to do corresponding facilities.
The first half is electrified, and the second half is intelligent. The lithium battery industry, which has attracted much attention before, has been gradually industrialized since 2020 after the launch of the "Ten Cities and Thousand Vehicles" plan in 2009, through policy support, the support of major cities and the efforts of car companies. Today, "vehicle-road-cloud integration" is expected to replicate the successful path of the lithium battery industry.
The "vehicle-road-cloud integration" reproduces the double increase of local cities and car companies. For example, Wuhan City, which has the largest project planning amount, has joined hands with Dongfeng Motor to plan the establishment of a number of intelligent networked automobile industrial parks, while Beijing, which has the second largest project planning amount, will cooperate with BAIC Blue Valley and FAW Group, and Changchun City has also indicated that it will cooperate with FAW Group.
Who has the opportunity to share the trillion-dollar market dividend?
The Society of Automotive Engineers of China predicts that by 2025, the output value of the vehicle-road-cloud integrated intelligent networked vehicle industry will increase to 729.5 billion yuan, and it is expected to exceed 2,582.5 billion yuan by 2030.
Vehicle-road-cloud integration can not only adapt to end-to-end autonomous driving, but also provide richer and more diverse data support. In the short term, benefiting from the "new infrastructure" strategy and the promotion of capital subsidies, the construction of vehicle-road cloud is expected to accelerate; In the long run, the role of vehicle-road cloud in ensuring the controllability and safety of autonomous driving will become more and more prominent, which will also become a key factor in promoting the sustainable development of the industry.
By combing the vehicle-road-cloud integration industry chain, it can be seen that the vehicle-road-cloud integrated autonomous driving full-stack solution service providers represented by Mushroom Car Link, the autonomous driving companies represented by Pony.ai and WeRide, the ICT and Internet technology companies represented by Huawei, Baidu, and Tencent, the vehicle and roadside facility supply enterprises represented by Wanji Technology and TransInfo Technology, and the operation control platform solution service providers represented by Yunkong Zhixing are expected to benefit from it and share the trillion-dollar market dividend.
