Reasonably guide the construction and release of photovoltaic upstream production capacity

Li Chuangjun, director of the New and Renewable Energy Department of the National Energy Administration, said at a press conference of the State Council Information Office today that at present, China's photovoltaic industry is indeed very competitive, and in order to guide the healthy development of the industry, we will take the following measures:


First of all, it is necessary to consolidate the new installed capacity market of domestic photovoltaic power generation. On the one hand, we will strengthen the construction of large-scale wind power and photovoltaic bases focusing on deserts, Gobi and desert areas; On the other hand, we will steadily implement the "Thousands of Households Muguang Action" and vigorously develop distributed photovoltaic power generation. At the same time, we also need to speed up the construction of new energy infrastructure networks, and improve the power grid's ability to accept, allocate and regulate new energy power generation, including photovoltaics.


Secondly, we will strengthen multi-departmental coordination and standardize the order of the photovoltaic power generation industry. We will work with relevant departments to organize industry associations to release information on industrial scale, capacity utilization and market demand in a timely manner, reasonably guide the construction and release of photovoltaic upstream production capacity, avoid duplicate construction of low-end production capacity, and strive to create a good market environment.

There is no so-called "overcapacity" problem in the new energy industry

Zhang Jianhua, director of the National Energy Administration, said at the press conference of the State Council Information Office that China's new energy industry has cultivated real skills in open competition, representing advanced production capacity, which not only enriches global supply and alleviates global inflationary pressure, but also makes great contributions to the global response to climate change and green transformation. This achievement has been fully affirmed in the energy industry all over the world.


At the same time, whether from the perspective of comparative advantage or global market demand, there is no so-called "overcapacity" problem in China's new energy industry.

Promote the participation of new energy in the electricity market in a steady and orderly manner

Li Chuangjun said that in recent years, with the large-scale and rapid growth of new energy, including photovoltaic power generation, on the one hand, the clean and low-carbon transformation of energy has continued to accelerate, and on the other hand, the supply and demand characteristics of energy have also changed.


In order to better promote the development of new energy, we will actively promote the construction of the electricity spot market and form a time-of-use price signal that reflects the supply and demand of electricity in a more timely manner. At present, six regions, including Shanxi, Guangdong, Shandong, Gansu, Mengxi, and Hubei, have realized the use of electricity through price signals to guide users to use more electricity during the new energy boom period.


At the same time, we will further expand the coverage of the spot market, promote the participation of new energy in the electricity market in a steady and orderly manner, and promote the sustainable and healthy development of new energy consumption and the new energy industry through effective market mechanisms.

Non-fossil energy supply and diversified development

Li Fulong, Director General of the Department of Development and Planning, introduced the supply-side strategy, that is, to increase the supply of non-fossil energy, including accelerating the construction of wind power and photovoltaic bases, safely promoting the development of nuclear power, developing offshore wind power, and promoting the integration of water, wind and solar energy in river basins, while vigorously developing distributed renewable energy systems.


The goal is to generate 70% of new energy consumption from non-fossil sources by 2030, which requires continuous optimization of new energy infrastructure networks and a significant increase in grid acceptance capacity.


Overall, this series of plans and measures by the National Energy Administration demonstrates China's determination and comprehensive strategy to promote the high-quality development of the new energy industry, focusing on the orderly development of the internal market and the broad prospects of the global energy transition.
